Steve, President, is a Certified Engineering Technologist (CET) with over 40 years of utility and construction work experience and has been contacted on numerous occasions for his technical expertise in Utility Engineering on large infrastructure projects, primarily in Municipal Access Agreement development, Guideline development, Process development and Utility Coordination.
Prior to his current role as President of SVJR, Steve was the Program Manager – Corridor Control at York Region. This position was responsible for the review and issuance of utility Municipal Consents (MC), Road Occupancy Permits (ROP), the preparation and negotiation of MAAs with telecommunication companies and the implementation of the MAAs on the York Region Capital Planning and Delivery Roads program.
Steve also led teams that prepared several industry and municipal Utility Coordination guidelines and manuals across Canada.
Ed Plant is a consultant with 44 years of work experience in municipal service and with private consulting/consulting engineering firms. He regularly consults with municipalities of all sizes in Alberta and Ontario for the development, review, and negotiations of municipal access agreements, cell tower agreements, and attachment agreements; and preparing permitting processes, policies, bylaws, and other supporting documentation. He was the national liaison for FCM’s Technical Committee on Rights-of-Way from 2015 to 2018.

Stéphane Émard-Chabot’s career has revolved around the municipal world since he graduated from law school. Elected to two terms on Ottawa City Council, Stéphane has first-hand experience of the reality faced by municipal officials. During his years in the academic field, including as Assistant Dean at the University of Ottawa’s Faculty of Law, Stéphane taught municipal law and a number of ancillary topics relevant for this proposal such as contract law, constitutional law, and administrative law.Stéphane has acted for a number of municipalities and municipal organizations, including ROMA (Rural Ontario Municipal Association). He has also been external legal counsel for FCM since 2008 on all judicial and administrative interventions undertaken by FCM, has prepared a number of resources for FCM members, has hosted workshops and presentations, and has helped develop FCM policy documents as well as numerous internal governance reports.
